GoHighLevel A2P Campaign Rejected? What the Error Codes Mean and How to Fix Them
Your A2P campaign came back rejected with a five-digit code and one line of explanation. Here is how to read it, what you can fix and resubmit, and what to check before you submit again.

An A2P rejection feels random, but it is not. Reviewers compare your use case, description, sample messages, website and opt-in flow, and they reject when those do not tell one consistent, verifiable story. Most rejections I would call a paperwork mismatch, not a judgment on your business.
Since March 23, 2026, HighLevel documents granular error codes in place of broad ones like 30883 or 30884. That helps, because the code now points at the exact field to fix. You may still see the older codes on older rejections.
Where Do You See Why an A2P Campaign Was Rejected?
Go to Settings, then Phone System, then Trust Center. Open Brands and Campaigns, choose the Campaigns tab, and find the campaign marked Rejected. Click View required fixes next to each rejection reason. The modal gives four things: the error code, the rejection category, what it means, and the correction needed.
A campaign can have more than one rejection reason. Open every one before you change anything, because resubmitting with only one fixed just burns a try.
Can You Fix It and Resubmit, or Do You Start Over?
HighLevel's rejection guide says to review the whole campaign before resubmitting, not only the field named in the rejection. Then sort the rejection into one of three cases.
Correctable error. Fix every listed issue and resubmit.
A field that cannot be edited. The campaign use case and the opt-in message may not be editable during resubmission. If the fix is in one of those, you may need to create a new campaign.
Forbidden or high-risk content. Do not resubmit the same campaign. See the section on rejections you cannot resubmit.
If the campaign is still Pending, wait. HighLevel says not to resubmit or create another campaign while review is in progress.
Consent and Opt-In Codes
Consent is where I see most of the confusion, so it comes first. These are correctable. The documented fixes:
30913. Marketing consent must be collected separately from informational or transactional consent. Add separate consent for promotional messages. If you only send transactional messages, say so in the campaign description.
30925. The opt-in form has no checkbox, or the checkbox is pre-selected. Add an unchecked-by-default checkbox for SMS consent.
30923 and 30931. Messaging consent is bundled into mandatory terms, or one button grants every permission. Make SMS opt-in a separate, optional action that a person can decline and still use your service.
30924. Consent language is missing required disclosures. Put message type, message frequency, "message and data rates may apply," and STOP instructions near the checkbox.
30909 and 30917. Reviewers cannot verify the call to action, or you listed several opt-in methods and described only some. Describe every method people use to consent. If it sits behind a login, provide hosted screenshots.
30932. The privacy policy suggests opt-in data goes to third parties for marketing. State that mobile information will not be shared with third parties for marketing.
30887 and 30890. The opt-out workflow is unclear, or the HELP reply has no brand name, phone number, or email. Fix the message flow so it covers opt-out keywords, and make the HELP reply say who to contact.
Website and Business Identity Codes
Reviewers visit your site. If it does not look like the business you registered, the campaign fails even when the copy is fine.
30919 and 30920. The site lacks business information, or it is just a form. Add the company name, what you do, contact details, a privacy policy, and a mention of your SMS program.
30921 and 30922. The site needs a login, is under construction, or has a non-standard URL. Provide a public page that works. If you are pre-launch, say so in the description and add screenshots.
30908. The privacy policy was not found. Make it publicly accessible and link to it in the message flow.
30907. The site does not match the campaign or brand. Make the website, brand and campaign details agree.
30914, 30915 and 30918. Names do not match. A sole proprietor campaign must use the registered name. A sole proprietor registration cannot use a corporate name like an LLC, so re-register as a standard brand with an EIN. A DBA name must be on the brand registration.
30971 and 30881. The contact email is a public provider like Gmail or Yahoo. Use an email on a business domain.
30926 and 30927. The campaign names more than one company, or the opt-in proof shows a different company. One brand per campaign, and the proof must show the registered company name.
Use Case and Sample Message Codes
30911. The same text was pasted into several fields, or every sample message is identical. Each field and each sample must be different.
30916. You picked lead generation but described lead nurture, or the reverse. HighLevel defines lead generation as initial outreach to win new leads and lead nurture as ongoing engagement with existing ones.
30886 and 30893. The description is too thin, or the sample messages do not match the use case. Name the sender, the recipients, the purpose and how people opt in.
30892. Sample messages include a public URL shortener. Use full HTTPS links.
30912. The use case reads like personal messaging. Describe the software that triggers the messages and how it serves customers.
HighLevel's approval best practices page gives a good test for the description. "Acme sends appointment reminders and service updates to existing customers who provide SMS consent through our online appointment form" works. "This campaign sends messages to customers" does not.
Rejections You Cannot Resubmit
Some codes are not fixable by editing. They cover forbidden categories: sex, hate, alcohol, firearms and tobacco or vape (the SHAFT group), plus disallowed content such as cannabis and CBD, loan marketing, third-party debt collection, gambling, sweepstakes, crypto, credit repair, and third-party lead generation or MLM. High-risk codes include deceptive marketing, a high-risk domain, public URL shorteners and HTTP links. If your business sits in one of these, do not keep resubmitting. Read the restrictions first.
Two other cases worth knowing. If you see "Maximum 3 tries exhausted," HighLevel says the attempts failed on mismatched or invalid business details and points you to a support form that needs the business's CP 575 form. And if a campaign is approved but texts still fail, check that the sending number is linked to the approved campaign.
What to Check Before You Resubmit
Every rejection reason has been opened and fixed, not just the first one.
The use case matches the messages you actually send, promotional or informational or both.
The description names who sends, who receives, what and why, and how people opt in.
Sample messages are distinct, include your business name, and use full HTTPS links.
The opt-in is an unchecked SMS checkbox with message type, frequency, rates and STOP language beside it.
A reviewer can verify the opt-in, with hosted screenshots if it sits behind a login.
The website is live and public, shows the registered business, and links a privacy policy and terms.
Business name, DBA and contact email match the brand registration, and the email is on a business domain.

Check that the sending number is linked to the approved campaign, then troubleshoot the SMS error on its own. An approved campaign does not fix a number that is not attached to it.
